Once the wrong choice is made, the cost of error correction is extremely high.In order to cope with environmental pressure, how to achieve green development in the process of promoting urbanization?Liu Shijin, deputy director of the Economic Committee of the 13th National Committee of the Chinese People’s Political Consultative Conference, recommended in a preliminary proposal that in implementing a green urbanization strategy, 20 mature green technologies that can bring significant economic and social benefits are promoted and used.Among them, the green technology promotion process must adhere to the enterprise as the main body. Relevant government departments and professional institutions can recommend the promotion of green technology, but whether to use it and how to use the green technology is determined by the enterprise and other relevant market ownership. It cannot be forced to distribute.  The data shows that at the end of 2019, the total population of mainland China was 1.4005 million, an increase of 4.67 million from the end of the previous year. Once the wrong choice is made, the cost of error correction is extremely high.”Liu Shijin said that we must unswervingly implement a green urbanization strategy and proactively promote the use of more mature and significant green technologies that can bring obvious economic and social benefits.The so-called green technology refers to specific technologies that reduce consumption, reduce emissions, and improve the ecological environment.The China International Cooperation Committee on Environment and Development organized Chinese and foreign experts to conduct in-depth studies and proposed 20 major green technologies in the six major areas of water, energy, transportation, construction, land use and planning, and urbanization (see the attached table for specific contents).To proceed, Liu Shijin recommended to promote these technologies to the whole society during the “14th Five-Year Plan” period.  1. In the 14th Five-Year Plan and Special Plan of the country, region and city, the promotion of these technologies is included as an important content to promote green development.  Second, establish and improve the national, regional and urban carbon emission and emission control systems, and reasonably decompose.Develop and implement pilot programs such as carbon-neutral and zero-emission circular economy.Improve the corresponding laws, planning, standards, information disclosure, fiscal and taxation policies, financial policies, etc. to provide effective incentives for the promotion of green technologies.  Third, understand the full life cycle assessment of green technology.The focus of green technology cannot only be concentrated on the use of reorganization, to form a comprehensive evaluation method of green benefits and costs from design to scrapping, comprehensively consider the production feasibility, economic rationality and use ofAcceptability.  Fourth, take green innovation as an important content and initial replacement of all innovations.All innovations should meet the standards of green development.In the process of responding to the impact of the epidemic and restoring the economy and cultivating new kinetic energy, green technology application and promotion should be given priority.Carry out the construction of demonstration cities for the promotion and application of green technologies, and form experiences and practices that can be replicated and promoted.  Fifth, in the promotion of green technology, enterprises must be the mainstay, and the market plays a decisive role in the allocation of resources.Actively develop a market trading system of various types of green products and green technologies.The existing government mainly manages or restricts energy conservation, expectations, safety, and necessary technical standards. Relevant government departments and professional institutions can recommend and promote green technology, but whether or not to use it and how to use green technology are determined by enterprises and other relevant market players., Can not engage in forced apportionment.
